PROGRAMME DIRECTOR

DINESH D. RAGOO

Since November 2012, Mr. Ragoo has been appointed as Director of the National Transformation Unit in the Ministry of Planning and Sustainable Development. He has over ten (11) years’ experience in National Strategic Planning, development of Public Policy and, Monitoring and Evaluation (M&E).

Mr. Ragoo has worked on various national development plans including, Vision 2020 since inception in 2002. He has functioned in different capacities within that process, providing technical assistance to the Vision 2020 Multi-Sectoral Group; various Vision 2020 Sub-Committees, as well as the Vision 2020 National Secretariat. He has also worked extensively on the preparation of the Vision 2020 National Strategic Plan as well as the Vision 2020 Operational Plan 2007-2010. 

At present, Mr. Ragoo through the National Transformation Unit, has been instrumental in developing the National Performance Framework for Trinidad and Tobago to track and measure Government’s performance against the Medium Term Policy Framework 2011-2014.  Mr. Ragoo is a graduate of the University of the West Indies, in Government and Political Science; he has also been trained in Project Management through the Caribbean Development Bank (CDB) and most recently, has completed an International Programme in Development Evaluation Training, at Carleton University, Canada. Additionally, Mr. Ragoo also works with Public Services Academy (PSA) of the Ministry of Public Administration, to facilitate training to public officers in Public Policy and Monitoring and Evaluation.

 

PROGRAMME COORDINATOR, MONITORING AND EVALUATION

Ephraim Serrette

The Programme Coordinator, Monitoring and Evaluation assists with leading the monitoring and evaluation functions in the Public Sector; conducts systematic and comprehensive audits of Ministries and Departments to ensure alignment with the National Development Agenda; undertakes professional and administrative work in the field of socio-economic planning and analysis, and programme and project monitoring and evaluation; and guides a team responsible for the overall implementation of all monitoring and evaluation related activities in the Public Service. The incumbent reports to the Programme Director, National Transformation Unit. Responsibilities include:

•    Develops and implements monitoring and evaluation systems for programmes and projects in the Public Service; identifies obstacles to implementation and recommends appropriate solutions. 
•    Plans, directs and organizes the functions of a team of professional and technical employees engaged in the monitoring and evaluation of programmes and projects; 
•    Leads, co-ordinates and also participates in the monitoring and evaluation exercises of the National Transformation Unit.
•    Supervises, conducts and/or commissions evaluation/impact assessment studies of key projects/programme monitoring.
•    Coordinates the selection/refinement of performance indicators relevant to national, sectoral and programme and project monitoring and evaluation.
•    Assists with the formulation of recommendations for improving implementation, performance and the design of policies and programmes.
•    Assists in the development of  monitoring and evaluation strategies/plans the National Development Agenda
•    Conducts cost-benefit and cost effectiveness analyses of programmes and projects and recommends review where applicable.
•    Prepares and reviews Notes for Cabinet and periodic and adhoc reports on matters related to monitoring and evaluation required to carry out the functions of the National Transformation Unit, as necessary. 
•    Assists with performance data analyses, prepares assessment/evaluation reports and other reports, as requested, on programmes and projects and provides recommendations. 
•    Provides advice to the Programme Director on policies and policy related programmes.
•    Keeps the Programme Director informed of significant problems that may jeopardize the achievement of objectives, and those which are not being addressed adequately at the central agency or line management level.
•    Collaborates with Ministries and Departments and provides advice on the establishment of Monitoring and Evaluation systems; and designs and conducts relevant training programmes.
•    Works with public sector agencies to review policy in keeping with their business processes and/or reengineering processes.
•    Establishes and maintains a network of research, policy, project and planning professionals across the public and private sector to facilitate integral policy development.
•    Develops Terms and References, manages the procurement and coordinates the use of Consultants undertaking assignments for the National Transformation Unit.
•    Implements policies and programmes for the improvement of public management systems.
•    Represents the Ministry of Planning and Sustainable Development at meetings, conferences, courses, committee meetings, seminars and workshops.
•    Performs related work as may be required.

 

PROGRAMME COORDINATOR, IMPLEMENTATION

 

Camille Spencer

The Programme Coordinator, Implementation assists with leading the planning, coordinating and managing of the implementation of Government policy across all sectors that comprise the seven (7) interconnected pillars for development. 

The Programme Coordinator, Implementation supports the implementation of plans, policies, programmes and projects related to National Policy; undertakes professional and administrative work in the field of public policy planning, research and management, and project management; and guides a team responsible for the related implementation activities.  

In addition, the roles and responsibilities of the Programme Coordinator, Implementation includes:
•    Researching policy trends and innovations for the full range of public service functions and business operations and assists with the compilation and dissemination of knowledge and best practices to the Public Service
•    Working with the primary implementers of the major organizational functions to ensure that there are policies and protocols for every aspect of the function
•    Planning, directing and organizing the functions of professional and technical officers engaged in policy design and implementation
•    Assisting with the formulation of recommendations for improving implementation performance, enhancing the design of policies and programmes and employing capacity building initiatives to facilitate a culture of managing for results
•    Implementing policies and programmes for the improvement of public management systems
•    Conducting continuing studies of all policies, and programmes; and assesses management procedures and operating standards for the implementation of the Vision 2020 Operational Plans
•    Providing advice to the Programme Director on policies and policy related programmes
•    Providing advice on the review/re-engineering of public services policy management systems
•    Advancing policy reform (across the board) functions such as financial management, procurement, record keeping and information management, and
•    Working with public sector agencies to review policy in keeping with their business processes and/or reengineering processes and assists in the conceptualization and implementation of transformational programmes and projects related to the seven (7) interconnected pillars for sustainable development.

 

IMPLEMENTATION COORDINATOR

Maricia Patterson

The Implementation Coordinator is required to manage activities related to the implementation of the Ministries strategic plans in accordance with Government policies. 

In addition, the roles and responsibilities of the Implementation Coordinator, includes
•    Assisting with the development of new operational standards for the coordinated design, planning management and monitoring of programmes/projects within the seven (7) interconnected pillars for sustainable development and assists Line Ministries/Public Sector Agencies to implement these standards in their respective organizations
•    Monitoring and analyzing emerging trends and developments in the private sector, civil society and the external  environment, and the implications for implementation of national policy and strategic plans
•    Participating in ongoing reviews of the implementation capability in Ministries and Public Sector Departments
•    Assisting with the formulation of recommendations for improving implementation performance and the design of policies and programmes
•    Assisting with the design, facilitation and coordination of recommended capacity building initiatives to facilitate a culture for managing for results

Senior Monitoring and Evaluation Specialists in the National Transformation Unit are charged with the overall responsibilities of Monitoring and Evaluating performance at the National and Sectoral Level. They are expected to supervise, coordinate and assist in the Monitoring and Evaluation of Government’s policies, projects and programmes as they relate to the National Developmental Agenda. Additionally they supervise, coordinate and assist with the development of National Monitoring and Evaluation policies & plans; measurement and reporting systems, as well as support/facilitate capacity building in this discipline. They are expected to measure progress against set targets and developmental outcomes across all sectors and the five development priority areas. Additionally they assist with the development of National Monitoring and Evaluation policies & plans; measurement and reporting systems, as well as support/facilitate capacity building in this discipline. The incumbent reports to the Senior Monitoring and Evaluation Specialist. Responsibilities include;
•    Assists in the selection/refinement of indicators relevant to national and  sectoral measurement systems
•    Conducts evaluations of key policies, projects and programmes to ensure that National and Sectoral outcomes are consistent with Government’s National Development Agenda.
•    Assists in developing National and Sectoral Performance Frameworks.
•    Assists with the formulation of recommendations for improving implementation performance and the design of policies, projects and programmes.
•    Participates in the process for project and programme selection, prioritization and budgetary allocation of funds to ensure alignment to Government’s Developmental Agenda.
•    Conducts workshops delivers presentations and facilitates dialogue and networking with key stakeholders on Monitoring and Evaluation towards facilitating capacity building and knowledge generation.
•    Monitors implementation progress and analyzes evaluation findings of policies, projects and programmes towards Evidence Based Decision Making
•    Assists in establishing and maintaining an online Monitoring and Evaluation knowledge hub towards ensuring good practice in Managing for Results in Trinidad and Tobago.

BUSINESS OPERATIONS COORDINATOR

Althea Brebnor

The Business Operations Coordinator is charged with overseeing the Administrative support team within the National Transformation Unit. The Administrative support team provides administrative work and professional secretarial and support services to the Programme Director, Coordinators and Staff of the National Transformation Unit. The Business Operations Coordinator is oversees the work of the four (4) Business Operations Assistants within the Unit. Work is performed with a degree of independence, initiative and judgment within the framework of the Department’s policy and is subject to review of the Head of Division. Duties may include;

•   Advanced stenographic duties

•   Prepares agenda, minutes meetings and composes and prepares letters and memoranda;

•   Maintains files of correspondence, reports, circulars, confidential matters and other written records;

•   Performs clerical duties Operates a computer utilizing word processing software.

•   Register incoming and outgoing correspondence Receive, locates and prepares material for submission to senior officers for necessary action in accordance with predetermined office procedures

•   Assist in preparation of pay sheets, vouchers and requisitions

•   Assist in taking inventory of stock, furniture and other equipment

•   Ensures the effective functioning by adherence to established policies and procedures;

•   Attends to telephone enquiries, the business of callers and arranges appointments and meetings;

•   Perform related duties as may be required by Supervisor
